Objectives

The central objective of this evaluation is to provide an in-depth analysis and useful insights on the impacts of the main instruments of the pigmeat, poultrymeat and egg CMOs on the markets, on producers' income, on rural development and on the environment. The three CMOs were established in the 1960s and retain as their primary objectives those largely enshrined in the original Treaty of Rome. Their basic objectives are to:

  • Increase productivity by promoting technical progress and by ensuring the rational development of production and the optimum utilisation of resources.
  • Ensure a fair standard of living for the agricultural community, in particular by increasing the individual earnings of persons engaged in agriculture.
  • Stabilise markets.
  • Ensure the availability of supplies.
  • Ensure that supplies reach consumers at reasonable prices.

The measures currently operational in the 3 CMOs need to be judged against these objectives.

Tasks of EuroCARE

The Common Agricultural Policy Simulation Model (CAPSIM ) is being used for this study. However, in the standard version, CAPSIM is a net trade model. For the study at hand, this would be insufficient such that a number of ammendments had to be introduced for the relevant sectors into a model version suitable for this study:

  • Gross extra EU trade quantities have been introduced into the database for the major items subject to WTO limits.
  • Behavioural functions for gross trade (import supply and export demand from the rest of the world) have been incorporated.
  • An explicit distinction of subsidised and unsubsidised exports is made on the basis of a CES aggregator function.
