Objectives
The CAPSIM model has been developed for the European Commission and is one of the modelling tools to analyse the
Common Agricultural Policy on request of DG-AGRI.
By this contract the model shall be extended and updated by:
- enlargement of Bulgaria and Romania
- new methodological features
- user-friendliness
Tasks
The service is divided in four tasks:
Task 1: Written minutes of the kick-off meeting to clarify and agree all the requirements of the study
Task 2: Extension of the agricultural sector model

- Regional extension
- Check and possibly action on existing Eurostat data for Romania and Bulgaria
- Updating data from Western Balkan study
- For Turkey all data have to be specified for the first time
- Strengthening the methodology in this phase of model development
- Explicit gross trade representation including an improved TRQ’s approach
- Update subsidized exports
- Aggregate TRQs from CAPRI database
- Revise parameterisation
- Labour
- Land
- Agro-trade relations with CC: Problems with explicit bilateral trade flows
- Agro-trade relations with CC: Options for regional prices
- Explicit gross trade representation including an improved TRQ’s approach
- Preparation for new conceivable developments in the future
Task 3: Medium to longer run projections and simulations of interest to IPTS
